A secret society, Black Widow, led by the enigmatic Gimmick, attempts to thwart the ruling class's "Megalo Earth Project," designed to render humanity harmless, through terrorism. To counter this, a team of counter-terrorists, led by the female sniper Eleven, is formed. Eleven rescues a beautiful young girl, Parsley, from an attack by Black Widow.
