Rachel was the sexy and powerful CEO of Steele Industries. Secretly she also served as an agent in a vast and mysterious criminal organization. One day she was at her office when the Organization's leader phoned her with an assignment. A costumed crusader called Batgir1 had been wreaking havoc on their various illegal operations. To put an end to this as soon as possible, Rachel was to fake her disappearance and act as a captive in need of Batgirl's rescue. This she duly did - with video-footage of the incident then being released to the media. It showed Rachel in a dungeon, seemingly strung up by the wrists; a ball-gag filled her mouth, and she appeared to be wincing and weeping in torment while a masked man took liberties fondling her. A man's voice went with the footage. It was that of the Organization leader - daring Batgir1 to come to a certain location at a certain time if she wished to save Rachel
